Pretreatment Our pretreatment program was developed for users who discharge waste into the sanitary sewer system which may interfere with either the operation of sewer collection system or the wastewater treatment plant. This program consists of four (4) major elements: • the identification and categorization of dischargers and determination of pretreatment requirements; • the issuance of permits; • the tracking of dischargers to ensure compliance with permits and contracts; and • the enforcement of all pretreatment rules and regulations. All known institutional, commercial and industrial dischargers are reviewed and placed into one of three categories for regulatory purposes. To access our Rules and Regulations click the link below: Rules and Regulations (15MB – large file, may take a few minutes to load) CATEGORY 1 Customers with no discharge other than normal sanitary wastewater or whose sanitary discharge has no significant effect on the sewer collection system are placed into this category. For these customers, we do not require a pretreatment permit. CATEGORY 2 A business is placed in this category when, in the Board's judgment, some component(s) in its wastewater may interfere with the operation and maintenance of the sewer collection system and/or the wastewater treatment plant, and it is deemed appropriate to monitor the discharge. In this category, the nature of the wastewater does not fall under the state and federal industrial pretreatment guidelines. Therefore, no state permit is required. However, the Board does require these businesses to have a permit with it delineating specific requirements for discharge. CATEGORY 3 Businesses in this category are subject to state and federal industrial pretreatment rules and regulations and require a State Indirect Discharge (SID) permit. Generally, in accordance with State requirements, a business discharging wastewater with one or more of the following characteristics will be placed in Category 3: • Discharge of more than 25,000 gallons per day of process wastewater • Discharge of significant quantities of one or more of the EPA designated categorical wastes • Discharge of significant quantities of a prohibited or potentially prohibited waste. These businesses are issued a permit by the State and are required to execute a permit with the Board as a means of regulating the discharge.
